Perfect Blue isn't the same film as the one you are thinking of...
While not quite worthy of the title, "Blue Movie", Perfect Blue is quite an adult psychological thriller, and is certainly not one for the kids.

The story revolves around a beautiful and talented young pop-star who wishes to try her hand at acting.
Unfortunately as she enters her acting career, she is persuaded to do "un-lady-like" photoshoots, and "interesting scenes" for her first film.
This turn of events upsets her number one fan and personal stalker and he decides to take matters into his own hands. She logs onto the internet and finds a site written in the style of a personal diary, detailing her every movement and action. Understandably she is scared as this means someone is watching her.
The next thing that happens in the course of this film is her manager dies. Then her photographer. People are dying all around her. Then the spirit of the old pop star she used to be begins to follow her around and tormenting her.
Although this all sounds rather strange, the story is gripping throughout and never fails to beat even multi-million pound Hollywood psychological thrillers any day. The animation is superb and the sound is top-notch.

The DVD has a few extras such as interviews with directors and Japanese voice actresses. While these were not particularly entertaining, it was nice that Manga Entertainment actually attempted to make some sort of effort on this front. Well done...
Also on the disk are some crappy screen savers and wallpapers, and while these are quite bad, it was a nice idea and is something I wouldn't mind seeing more of in future, by all publishers. There was even a little program that runs on your PC with music, info, links and interviews. Shame it was all in Japanese though...

This is an essential piece to any otakus collection, and I have seen it going for less than £10 in HMV. You really have no excuse. Go buy it.
